St.Fagans IPSS Pistol Club

 

All members will be issued with these rules upon joining. You will be expected to read and abide by them at all times.

 

It is a requirement that all members will take out BASA or BASC Membership and Insurance (or similar, proof will be req'd) before being able to shoot (BASA currently £17.95 per annum).  Forms and further info. available from Jeff. (passport size photo will be req’d).

 

In addition to the compulsory insurance an annual membership fee for the Pistol Club of £20 per year (+ a ‘one off’ £10 joining fee to cover initial target equipment costs) is payable on joining, and a Range fee of £2 is payable at each session.  Decision on memberships is final and no discussion will be entered into.

 

A club I.D. card will be issued and renewed annually on payment of renewal fee, this card can also be used to gain a 10% discount from A.Bales & Sons Gun shop in Cardiff and when dealing with Nigel at Sportsmans Gun shop in Newport. This is in addition to the photo ID card provided by the BASA.

 

A member’s logbook is to be kept, and each member attending MUST sign in on arrival and departure for insurance purposes.

 

When the club is active the entry door MUST be kept locked from the inside at all times.

 

The following rules apply at all times.. failure to comply with these (especially rules 3 - 9) or any actions or behaviour considered dangerous or risk to another member or the property, will result in the person concerned being asked to leave the premises and may be banned from further attendance. There will be NO exceptions to these rules.

 

 

1.. Entry door to be kept locked at all times the club is operating, and ALL members must sign in and pay range fees ON ARRIVAL.

2.. No ‘Camo’ or ‘Paramilitary’ style clothing allowed at any time.

3.. No pistol is to be in a cocked or loaded condition, and magazines must be removed, anywhere within the building/grounds at ALL TIMES unless on the firing line with muzzle pointed downrange.

4.. No person is allowed to pass the firing line under any circumstances without confirmation that all guns have safety ON and laid down.

5.. No gun is to be handled or brought onto on the firing line at any time a person or persons are downrange.

6.. DO NOT load a magazine until you are on the shooting line and muzzle is pointed DOWN RANGE and the range is clear.

7.. Keep your safety’s ON and Do Not place your finger near the trigger until you are on the firing line with muzzle pointing downrange and your target is clear with a safe backstop.

8.. Magazines MUST BE REMOVED and pistols to be checked breech cleared and safety 'on' BEFORE leaving the firing line.

9.. Always assume yours and other's pistols are loaded.. Practice safe operation procedures at all times

10.. Dry fire, Range-finding and Target acquisition practice can only be carried out on the firing line.

11.. Only 1 person may shoot IPSS at any one time. He/She must shoot from within the marked IPSS shooting box.

12.. De-gassing or Re-gassing of Co2 guns must only be carried out with magazines removed and safety’s ON.

13.. Any gun not in use must be checked clear (breech cleared + magazine removed) safety ON and placed in a safe area in its bag or case.

14.. No person is allowed to handle another’s gun without consent, knowledge and supervision.

15.. Except in special circumstances no person under the age of 18yrs will be allowed membership.

16.. Only Spring, Air or Gas powered airguns are allowed and these must be within the UK regulations of -6ftlbs for pistols and a max .22 cal. pellet.

17.. BB guns are allowed – but a maximum size of 4.5mm (.177) and only Lead BB’s can be used both indoors and outdoors due to the risk of rebound – No steel or plastic BB’s and no 6mm.

18.. Safety glasses must be worn at all times, even if not shooting..

19..Any person found to be, or suspected of being, under the influence of alcohol or any drug, or other controlled substance, will be banned and asked to leave the premises.

20.. At all times, in addition to these rules, all UK legislation pertaining to firearms is to be followed and adhered to without question. Anyone found to be in contravention of these mandates, for whatever reason, will be asked to leave and may not be allowed re-entry.

 

REMEMBER..  THERE SHOULD NEVER BE A MAGAZINE IN YOUR PISTOL UNLESS YOU ARE ON THE FIRING LINE WITH MUZZLE POINTED DOWNRANGE AND THE RANGE IS CLEAR..

 

Section 21 of the Firearms Act 1968 prohibits a person from possession of any type of firearm (including airguns) if they have been given a custodial sentence when convicted of a criminal offence. If you have received a custodial sentence of between 3 months and 3 years then you are prohibited from owning or using a firearm of any type, including airguns, for a period of 5 years from the date you are released. If you have received a custodial sentence of 3 years or more then you are prohibited for life, from the date of release.

 

The prohibition may be lifted on application to the Crown Court, for advice please consult a solicitor.

It is also an offence for a person to sell or transfer a firearm or ammunition to, or repair, test or prove a firearm or ammunition for, a person whom he/she knows or has reasonable grounds for believing to be prohibited from having a firearm or ammunition in his possession.

 

By signing the application form you declare that you are not prohibited from possessing firearms or ammunition by virtue of Section 21 of the Firearms Act 1968 and that you agree to abide by the current rules, regulations & Constitution of the club.

 

Airgun Law and Safety

 

Our sport is governed by laws that are among the most strict in the world and all responsible airgunners see it as their duty to conduct themselves in accordance with those laws. Running alongside the laws of the land, are another set of rules that in their own way are every bit as important. These rules cover general and specific points of safe gun handling and must be learned, used, abided by and taught to others, every time we handle our airguns. Our total respect for safe gun-handling isn’t just a requirement of airgunning, its a fundamental shooting skill without which our sport would not exist. Shooting safely and with full regard for the law is the only way to maintain our high standards and to represent our sport as it really is.

Airguns must always be transported in securely-fastened cases that do not permit the airgun to be fired whilst in the case. Since the implementation of the Anti-Social Behaviour Act, 2003, persons under 18 years of age are no longer allowed to own any airgun or ammunition, although they are allowed to shoot an airgun on land for which they have express permission - but they are no longer allowed to transport an airgun to the venues at which they have permission to shoot unless they accompanied and supervised by someone of 21 years or above. Remember, too, that it is now illegal for anyone to have an airgun, loaded or not, in any public place without lawful authority or reasonable excuse. This restriction applies to all airguns, even those that are being carried in securely-fastened gun cases.  As with all airgun laws, the responsibility lies with the user and the potential penalties are extremely severe. You must therefore make it a priority to learn and understand these laws as they apply to you and your shooting.

The law makes no distinction between air rifles and more powerful guns for which you need a licence – they are all classed as firearms. This means that any offence you commit can carry a very heavy penalty. It is an offence to carry, or have in your vehicle, a loaded weapon. This also would include carrying loaded magazines even if not loaded into the weapon at the time. It is also an offence to carry, or have in your vehicle, any weapon, including airguns, without lawful reason or excuse.. e.g. you must be on your way to, or from, your club or permission.  Going on to any private land where you do not have permission is trespassing, and if you are carrying an air rifle it becomes armed trespass. Whether the gun is loaded or not, or whether you are carrying pellets, is irrelevant – armed trespass is a serious criminal offence carrying very heavy penalties.  It is also an offence to have stored in your home, or any other premises, any firearm or airgun where persons under 18 may gain unathorised access to the weapon, and it's ammunition must be stored in a seperate secure location.
